The two child norm has once again come into focus in Assam. A Panchayat ward member from Dhubri, Abdur Rahman, has been disqualified for violating this rule. The administration took swift action. As a result, he was removed from office with immediate effect.
The order was issued by the District Commissioner’s office on July 23. Rahman was serving as Ward Member of 73-Motirchar Gaon Panchayat. However, a complaint from a local resident triggered the investigation. Soon after, authorities began verifying the claims.
Inquiry Confirms Violation
During the inquiry, officials found clear evidence. Rahman has more than two living children. Notably, his third child was born in June 2025. Therefore, he no longer met the eligibility criteria.
Under Section 111(2)(a) of the Assam Panchayat Act, individuals with more than two children cannot hold office. In addition, Rule 62 of the Panchayat Rules allows removal in such cases. Hence, the administration acted without delay.
Immediate Removal and Clear Message
Following the findings, Rahman was officially disqualified. The seat has now been declared vacant. Authorities have informed all concerned departments. Meanwhile, steps are being taken to fill the position as per law.
Importantly, this two child norm enforcement sends a strong message. The government is serious about maintaining discipline in local governance. Over time, similar cases have surfaced across Assam.
