India’s big Step to protect integrity of Electoral Roll, the Election Commission (EC) to launch Special Intensive Revision (SIR). This step will be taken to ensure clean and updated voter rolls across country. Bihar is being prioritized ahead of its upcoming Legislative Assembly elections.
The directive, issued via Order No. 23/ERS/2025 on 24th June 2025, outlines a thorough verification and updating process for electoral records under the powers conferred by Article 324 of the Constitution and the Representation of the People Act, 1950.
Why Is This Happening Now?
The Commission has now decided to begin the Special Intensive Revision in the entire country for the discharge of its constitutional mandate to protect the integrity of the electoral rolls. However, since the General Elections to the Legislative Assembly in the State of Bihar is expected in later part of this year, hence the Commission Chas decided to conduct Special Intensive Revision in the State of Bihar as per the Guidelines and schedule attached herewith. The schedule for the Special Intensive Revision in the rest of the country shall be issued separately in due course.
To curb this and ensure only genuine Indian citizens are included, the Commission has mandated an enumeration-based verification drive, especially in Bihar, where the last such revision took place in 2003.
11 Documents for EC Voter Roll Update
Identity card or Pension Payment Order issued to regular government or PSU employees/pensioners (central or state).
Any government-issued identity card, certificate, or document (by banks, LIC, post office, PSUs, or local authorities) issued before July 1, 1987.
Birth certificate issued by a competent authority.
Valid Indian passport.
Matriculation or educational certificate issued by recognized boards or universities.
Permanent residence certificate issued by a state authority.
Forest Rights Certificate.
Caste certificate (OBC/SC/ST) issued by a competent authority.
National Register of Citizens (if applicable in your state).
Family Register issued by local or state authorities.
Government-issued land or house allotment certificate.
