The Election Commission of India on 27th October announced the phase 2 of the Special Intensive Revision (SIR) of electoral rolls in 12 states and Union Territories aimed at making voter lists more transparent and error-free.
The states and UTs included in SIR phase 2 are
- Andaman and Nicobar Islands,
- Lakshadweep,
- Chhattisgarh,
- Goa,
- Gujarat,
- Kerala,
- Madhya Pradesh,
- Puducherry,
- Rajasthan,
- Tamil Nadu,
- Uttar Pradesh, and
- West Bengal.
Chief Election Commissioner Gyanesh Kumar briefed the media in New Delhi, stating that this revision will cover approximately 51 crore voters across these regions.
He confirmed that the electoral rolls for these areas will be frozen at midnight tonight to facilitate the process. From yesterday onwards, printing of enumeration forms and training of Booth Level Officers (BLOs) will begin.
The actual enumeration phase will start from November 4, 2025, and will continue for one month. Draft electoral rolls are set to be published by December 9, followed by a period for claims and objections. The final updated voter lists will be released on February 7, 2026, ensuring comprehensive verification and correction of electoral data.

Highlights of the SIR process include:
- Distribution of unique enumeration forms by BLOs to existing voters.
- Voters listed in the 2003 electoral roll are not required to submit any additional documents.
- Voters not in the 2003 list but whose parents are included will also not need to provide extra documentation.
The Chief Election Commissioner also shared positive feedback from the first phase of SIR, noting zero appeals were received, reflecting the efficiency and transparency of the process so far.
This Special Intensive Revision is a critical step to ensure the accuracy, inclusiveness, and fairness of India’s electoral rolls ahead of major elections, reinforcing the democratic principle of “one person, one vote”.
