Assam has started its new political term with a strong and clear signal. The state cabinet, led by Chief Minister Himanta Biswa Sarma, has approved the draft Uniform Civil Code. It is one of the first major decisions after the government returned to power.
The move came during the first cabinet meeting in Guwahati. It was held just a day after the swearing-in ceremony. Soon after, Sarma called the decision “major” and confirmed that the bill will be placed in the Assembly session scheduled from May 21 to 26.
The UCC Assam draft is expected to be tabled on May 26. With this step, the government has moved fast on its key promises.
Key Provisions Under UCC Assam
The proposed law aims to bring uniformity in personal laws. At the same time, it tries to maintain Assam’s cultural balance. The bill focuses on four important areas:
- 1. Minimum Age of Marriage
A common legal age for marriage will apply to all citizens. This step aims to reduce child marriage and ensure clarity. - 2. Prohibition of Polygamy
Polygamy will be banned across all communities. This rule will apply equally, regardless of religion. - 3. Equal Property Rights for Daughters
Daughters will have equal rights in parental property. This move promotes gender equality. - 4. Regulation of Live-in Relationships
The law will introduce rules for live-in relationships. It will define rights and responsibilities.
However, the government has kept some groups outside its scope. Scheduled Tribes, both in hills and plains, will remain exempt. Also, traditional customs, rituals and religious practices will not be affected.
This approach shows a balance. Reform is introduced, but identity is protected.
Jobs Push and Austerity Measures Announced
Along with UCC Assam, the cabinet has also focused on jobs and spending control. A new task force will work to create two lakh government jobs over the next five years. This builds on earlier efforts. In the previous term, more than 1.6 lakh jobs were already provided.
At the same time, the government has announced strict austerity measures. These steps aim to cut unnecessary expenses.
First, no new government vehicles will be purchased for six months. This rule applies even to ministers. Next, foreign travel for ministers and officials has been restricted. Only medical cases will be allowed.
In addition, convoy sizes will be reduced. Fuel spending will be cut by 20 percent compared to last year. The government will also avoid physical events like seminars. Instead, meetings will be held online.
Another important step is the focus on sustainability. Only electric vehicles will be hired if needed. Old vehicles, especially those over 15–20 years, will be phased out.
Moreover, the government will not purchase foreign-made goods for six months. However, this restriction does not apply to the general public.
A Strong Start With Clear Intent
The first cabinet meeting has set the tone for the new term. The UCC Assam decision highlights a push for legal reform. At the same time, job creation and cost-cutting show a focus on governance.
Now, attention will shift to the Assembly session. The bill is likely to spark debate. Yet, the government appears firm on its path.
Overall, Assam is entering a new phase. There is a mix of reform, economic caution and administrative control. The coming weeks will decide how this plan shapes the state’s future.
