In a crucial development, the Governor of Assam has taken swift action. Four ACS Officer Suspended by the Governor. He ordered the suspension of four ACS officers implicated. They are alleged in anomalies and malpractices during the Combined Competitive Examination, 2013, conducted by the Assam Public Service Commission (APSC).
Four ACS Officer Suspended. They are
- Addl. District Commissioner Smti. Akashee Duwarah, ACS, Jorhat
- ACS, Deputy Secretary to the Govt. of Assam, Indigenous and Tribal Faith & Culture Department, Shri Dhrubajyoti Hatibaruah
- Addl. District Commissioner Shri Hitesh Mazumdar, ACS, South Salmara, Mankachar
- Deputy Secretary to the Govt. of Assam, Election Department & Joint CEO, Assam Shri Dhiraj Kumar Jain, ACS
Alleged Irregularities Unveiled
An inquiry into the matter revealed that these officers benefited from irregularities in the selection process, where their originally scored marks were illegally enhanced. This revelation has sparked concerns about gross misconduct, corruption, and moral turpitude.
Governor’s Decisive Action
Under Rule 6(1) of the Assam Services (Discipline & Appeal) Rules, 1964, the Governor deemed it necessary and expedient to suspend the officers immediately. The decision stems from the belief that allowing the officers to continue in their roles may not be in the public service’s best interest and could potentially cause embarrassment to the government.

Suspension Amid Ongoing Investigation
This suspension occurs concurrently with an ongoing investigation into criminal offenses related to the alleged irregularities. The government of Assam emphasizes that this action taken without prejudice to the departmental proceedings already initiated against the officers.
Review and Headquarters Designation
During the suspension period, the headquarters of the implicated officers will remain the same as their last place of posting. The decision allows for a provision to review if deemed necessary, ensuring a fair and just process amid these serious allegations.
