Cachar DC on October 30, published a noticed Under Section 163 of BNSS on restriction of fire workers in Diwali. For the public safety, reduce pollution and protect sensitive areas the using of fire crackers has been prohibited from 10 pm to 6 am on October 31 and November 1, during Diwali Festivals across Cachar.
Officials are concerned that troublemakers may use the noise to hide disruptive acts. The ban also aims to reduce noise pollution, following Supreme Court guidelines, which limit firecracker sounds to 125 dB (A) or 145 dB(C) at a four-meter distance.
The District Magistrate said these steps are necessary to ensure a safe and peaceful Deepawali for everyone in the district.
The following things which has been prohibited are:-
1 The manufacture/ sale or use of the fire crackers generating noise level exceeding 125 dB (Al) or 145dB (C) pk at 4 meters distance from the point of bursting shall be prohibited.
2. No fire-works or fire-crackers shall be used between 10.00 P.M. to 6.00 A.M.
3. Use of fire crackers at any time in silence Zone i.e. area comprising not less than 100 meters around Hospitals, Educational Institutions, Religious institutions, Courts, Public Gathering areas or any other palaces which is declared as such by the competent authority
4. Use of fire crackers at any time in sensitive and fire probed areas i. e. area comprising not less than 100 meters around like Fuel Pumps / Army Camps/Godowns/ Electrical Transformers / Electrical Posts etc.
5. Selling of fire-crackers on the side of public roads (both in town and rural area) except the designated areas by concerned competent authority
