Social Welfare Department implement many schemes for disabled persons to assist them to secure education, academic, technical or professional training on the shop/floor of the industrial establishment as would enable them to earn a living and to become useful members of the society.

Under this scheme, 2 special schools one for Visual Impaired and one for Hearing Impaired with hostel facilities are running at the government level. Besides these 2 government schools. 4 NGOs have established another 5 special schools (4 for Mentally Retarded and one for Hearing Impaired).ย

Diet allowances @ RS 500 per month are provided to every hostellers of the 2 government schools. Scholarship ranging from RS 40 to RS 120 per month is awarded to the disabled students for blind students. Blind students are also provided Reader allowance and Brailed Text Books at free of cost. Mentally Retarded students are given maintenance allowance @ RS 300 per annum.

The Social Welfare Department in co-ordination with local NGOs and services of Anganwadi Workers conducted a survey in the year 1995 and identified 24,690 disabled persons in the state. For these disable persons, special employment exchange window is open at the employment exchange, Longol, Imphal for job application. Since 1982, the scheme has been ongoing, reserving 3% of jobs in direct recruitment of Class-III and IV posts for P.W.Ds in the rosters, even before the Act came into force.

  • 1% for Visual Impaired in the 34th roster
  • 1% for Hearing Impaired in the 67th roster.
  • 1% for Locomotors Disability in the 100th roster.
  • PWDs of all categories have a relaxation of ten years in the upper age limit for applying to Government Jobs.
  • Authorities have requested departments such as PWDs, Town Planning, HUDCO, PDA, etc., to ensure non-discriminatory facilities in roads, transportation, and the built environment.

Rehabilitation Centre:

A Centrally Sponsored Scheme known as Gramee Purnavas Yojana, a composite Fitment and Rehabilitation Centre (CFRC) has been established at J.N Hospital, Porompat, Imphal. Medical Superintendent is the Nodal Officer for this center. The center has distributed wheel chairs/tri-cycles to the disabled persons registered in this center. The International Day for disabled is observed on 3rd December every year. While observing this day the disable persons sponsored by NGOs/Govt. Schools participate in cultural shows, games and sports etc. Students participated in these activities are awarded cash prizes also.

Rules to Regulate for Disabled Persons:

This scheme will be applicable to all categories of the disabled persons namely, the blind, the deaf and the orthopaedical, mentally retarded, leprosy cured and others. This scheme awards scholarships to disabled individuals for various forms of education, specifying rules for eligibility, especially for orthopedically impaired individuals.

Eligibility Requirement:

Nationality:

A disabled person applying for scholarship under this scheme shall be a Manipuri by birth or a person who has settled in the state for at least ten years shall be citizen of India and resident of Manipur at least for the last six years.

Educational Qualification:

Scholarship to disabled awarded from 1st standard onwards. The candidate should have secured at least 40% mark at the previous annual examination. The requirement for other courses are as follows :

1) Music Course

2) Vocational Course

Income:

  • No Scholarship will be admissible if the combined monthly income of the parents / guardian of the candidate is more that Rs.2,000/- (Rupees two thousands). An income certificate has to be submitted.
  • Scholarship is not admissible to a candidate who earns an income of exceeding Rs.150/-pm.
  • A candidate shall not be in receipt of assistance from any other voluntary or State course either in cash or by way of free board or lodging. This scheme prohibits offering scholarships to disabled individuals receiving free board or lodging in any category.

Scholarship will be Awarded:

  • An MA in Economics pursuing a parallel course in MA Political Science will not receive the scholarship.
  • For study outside India.
  • For Pursuing academic / technical course if candidate has already compelled a conventional course / training.
  • For undertaking any training course for the second time
