Disability Scheme In Arunachal Pradesh – Punarbhava | Disability Scheme:-
Punarbhava as suggested by the name which means “renewed being” symbolizes an attempt to provide a gateway to information for persons with disability and all concerned with this sector. This portal is an attempt to create a distinct niche in cyber space to find information, discuss issues, network, find employment, look for appliances and assistive devices, seek redressal of grievances, undergo training, research and study, and so much more. Indeed, the sky is no longer the limit, and the route that the portal will take will be determined by the way in which interested users engage with it.
Objective of Disability Scheme:
The scheme aims to establish state disability rehabilitation centres at the state and district levels, equipped with necessary infrastructure, manpower, diagnostic equipment, and assistive devices. It also emphasises manpower development at various levels, including panchayat, block, and district levels, alongside community awareness and early identification of disabilities. This involves training and intervention by community-based rehabilitation workers and multipurpose rehabilitation workers at different administrative levels.
Provisions and Initiatives:
Furthermore, the scheme involves diagnostic and therapeutic management by rehabilitation professionals at district and state levels. It offers free distribution of aids and appliances to individuals with a monthly income less than RS 5,000 under the ADIP Scheme. Additionally, it focuses on issuing disability certificates, promoting a barrier-free environment, observing the International Day of Disabled Persons, and providing referral services for the educational and vocational rehabilitation of persons with disabilities (PWDs).
Enforcement and Support Services:
Moreover, the scheme ensures the proper implementation of the PWD Acts of 1995 and 1999. It highlights the operational role of the State Disability Rehabilitation Centre as an apex body at the state level and emphasises the training of parents of disabled individuals working in various government and non-government sectors.
State Program for Rehabilitation of Persons with Disabilities (SPRPD):
The Ministry of Social Justice and Empowerment, Government of India, fully funded the National Program for Rehabilitation of Persons with Disabilities (NPRPD). From 2005-2006, the State Sector took over, funding the scheme entirely through State Government, now renamed as the State Program for Rehabilitation of Persons with Disabilities (SPRPD).
How to Apply Disability Scheme:

Applicant have to submit the application with the documents to the nearest office of the District Nodal Officer, that’s Deputy Director (ICDS/CDPO/ICDS) for verification. This will then be verified by the Directorate of Social Justice and Empowerment and Tribal Affairs.
