CM Himanta Biswa Sarma: Two-wheelers fine only for Helmet violation

Today, June 27, while addressing to media during cabinet briefing Assam CM Himanta Biswa Sarma announced significant changes of traffic fine regulation in Nalbari. CM Himanta Biswa Sarma declared two simpler rules for two-wheelers and auto rickshaw in the aim to reduce financial stress on commuters especially the poor. He also addressed these rules in the concern of unfair treatment of Auto-rickshaw and two wheelers.

Himanta Biswa Sarma said that starting now, fines for two wheelers such as scooty or bike will only apply for helmet violation and there will be no penalties for missing Document. Means the fines is for those two-wheeler riders who will not wear helmet. There will be no fine for missing documents. The people who do not have any document to show the traffic of two-wheelers such as scooty or bike they will be not fine at all; even the officials will provide a notice to made the document.

“The transport department has been directed to establish clear Standard Operating Procedures (SOPs) to streamline enforcement,” stated Sarma.

Similarly, under the new guideline, the auto rickshaw and rickshaw will not face any kind of fine for initial violation. They will face fine or penalties only after repeated offenses after five or more times.

Means the auto rickshaw who does same traffic violation five times or more they will be fined.

Himanta Biswa Sarma stated, “We have received complaints that traffic police are imposing fines on poor auto rickshaw drivers.”

“Last year, the government could only collect around 6-7 crores. There is no point in harassing people, especially the poor, over such small amounts,” said CM Sarma.
