Department of Social Welfare, Govt. of Manipur has implemented Welfare program for children, destitute children and orphans of Hills and plain of Manipur. Following schemes are implemented for child welfare
Running of Children Homes:
Under the scheme for the Welfare of the Children in need of care and protection, the department has been extending 90% of grant in aid to 8 Destitute Children Homes run by Voluntary Organizations. At present a sum of RS 270 per child per month is provided for care, maintenance, education, food etc. There are altogether 320 children are put us in these homes.

The State government has implemented a scheme in Manipur to foster In-Country Adoption for the welfare of underprivileged children. The Central Adoption Resource Agency (CARA), Ministry of Social Justice and Empowerment, Govt. of India, has recognized and approved three NGOs to operate adoption centers known as Sishu Greeha. They can be contacted when considering adoption.
Financial Assistance of Destitute Children:

Financial assistance @ RS 60 per child per month in the age of 6-14 years were extended to 288 school going destitute children living below poverty line.
Specialized Adoption Agency (SAA):
Specialization Adoption Agency is a Child Care Institution/ Children Home for placing the children who are orphan, abandoned and surrendered children from 0 to 16 years, following due procedures and for processing adoption of children who are declared legally free for adoption by competent authority under Juvenile Justice ( care and protection of Children ) Act 2015.
Any prospective adoptive parents, fulfilling eligibility criteria, who are desirous of adopting a child/children may register online at www.cara.nic.in under CARINGS. Documents required as well as procedures of adopting a child/children are also available on the same website.
Rules for Financial Assistance to the Dependent Children:-
This Rules called as Financial Assistance for Non-Institutional Care of Dependent Children was extended in Manipur since 18th Sept. 1992 vide Govt. letter No. came into existence No. 12/2/92-SW. While applying for such assistance, every candidate has to follow the rules as given below :-
Eligibility Conditions:
- Shall be citizen of India and resident of Manipur at least for the last six years.
- Shall be in the age group of 6 to 14 years
- Shall be studying as a regular student in an institution recognized by the Government of Manipur.
- Shall be a dependent Child/failing under any one of the following classification :-
Both the parents of the child should be physically or mentally and economically incapacitated to maintain the child or The child is deprived of normal parental support care of guardian.
- Parents’ income should not surpass RS 500 per month, except when a child is under the care of a relative, foster parent, or guardian due to the death of both parents. Additionally, the sanction for assistance should be restricted to one child per family.
Provided further that recipients of old age pension are also entitled to get this benefit for their children subject to fulfillment of provision laid down under Eligibility Rules.
Amount of Assistance:

- The assistance will be granted quarterly for the entire financial year and will renewable annually.
- The State Government may fix the assistance amount, which stands at RS 60 per month per child, through notifications in the official Gazette.
Tenure:
- The assistance may continue so long as the child continues his/her studies in the institution or attains the age of 14 years whichever is earlier, or the cause of destitution no longer exist.
Requirements:
- Any one applying for this assistance should submit the following documents along with the filled-in application form
- To proof the age of the applicant, Birth Certificate issued by Municipality / Sub-Divisional Office or an affidavit shown before a First Class Magistrate by the applicant or a certificate from the Head of the Institution where the applicant studied
- Two recent photographs of the child
Change of Address:
* It shall be obligatory on an applicant to intimate any change of the Director, Department of Social Welfare Govt. of Manipur or District Social Welfare Officer of the concerned District as the case may be. The children shifting to place outside the State of Manipur for a period exceeding three months shall not be eligible for this benefit.
