NIJO GRIHA, NIJO BHUMI PROJECT FOR HOMELESS PEOPLE is a unique multi-purpose project of homeless people of rural Bengal. To fulfill the dream of own house of many people of rural Bengal. Government of West Bengal has launched this Nija Griha, Nija Bhumi project. Under the project, ownership of five decimals of land per family of houseless agricultural labourers, artisans and fishermen has been given. They will be able to build houses on this land with different grants from the government and by the labour of their family members and they can carry out farming or animal husbandry etc. on the land adjecent to the house.

Eligibility criteria for the Scheme

  • Landless and homestead-less rural agricultural labourers, artisans and fishermen family engaged in the activity of fishing, which is headed by women belonging to the Scheduled Tribe.
  • Landless & homestead-less rural agricultural labourers, artisans and families engaged in the activity of fishing, which is heated by women belonging to the Scheduled Caste.
  • Landless and homestead-less rural agricultural labourers, artisans and fishermen family engaged in the activity of fishing, which is headed by women belonging to minority communities and Other Backward Class.

Funding

The Department of Land & Land Reforms would procure the particular lands at the fair market value, the funds for which could be extracted from other sources, which may include the likes of departmental allocations. The bulk of the contributions are made by the State Government. The Central Government may also be involved in the sponsorship in the near future.

Land Specification

The land to be distributed under the scheme must be apt for residential purposes, which includes amenities like kitchen garden, animal husbandry, and household enterprise. The land must meet all the basic requirements such as proper drainage facilities ,water facilities etc. and should not be in proximity to geographically hazardous locations or locations prone to river erosion or other natural catastrophes

Another important aspect of consideration is the land should be located amidst an appropriate neighbourhood. ย Hence, sufficient care should be taken to provide homestead plots to at-least 15 families arranged in a cluster. These clustered plots must contain the basic standard facilities like housing, water, sanitation, drainage, street lights etc.

Allocation of land involves the following steps:

  • Shortlisting and finalizing the list of beneficiaries.
  • Identification of land for the purpose.
  • Distribution of land to the beneficiaries.

Size of land for each family
While the programme envisages allotment of 3 kathas plots, this must be treated as the
maximum possible plot size to be allotted. If there is not enough land available to provide each
deserving household with 3 kathas of homestead land in a given locality, the LPLD Committee shall
approach the District Land & Land Reforms Officer & Additional District Magistrate (DL&LRO & ADM)
and take written permission for exceptions. Before granting permission to allocate less than 3 kathas
per family, the DL & LRO & ADM shall seek the advice of the Directorate of Land Records and Surveys,
West Bengal.
