Youth Development Scheme For Meghalaya Government:-

Youth Development Scheme : Today the Youth of State have a larger tendency to be anti-establishment. There is a widening gap between the youth and the District Administration between the youth and the Government Departments and also between the youths and the Government in general. The lack of focus among youths on activities that support the state’s human resource development diverts much energy. Implementing the Youth Development Programme at local and state levels through the Deputy Commissioner and the Directorate of Sports and Youth Affairs will foster a positive relationship between the administration and the youth, as well as cultivate a healthy attitude among them in the state.

Objectives Youth Development Scheme:

  • To provide creative outlets to the youths for employing their energies and to strength the spirit of good citizenship, service to society and healthy social attitudes and orientation.
  • To strengthen the commitment of youths to nation building, national unity and integration.
  • To develop cooperative attitudes and working relationship between the administration and youths.
  • To develop the aptitudes and skills of youths and to turn them towards productive employment.
  • To increase awareness of youths and motivate themย  for social and economic development.

Target Groups:

  • Rural/ Urban youths who are resident of the state/district in the age group of 14 to 25 years preferably educated unemployed. The Deputy Commissioners will make the selection the youth toย  cover under this scheme through a District Screening Committee consisting of the District Superintendent of Police. District Sports Officer, the inspector of schools with the Deputy Commissioners as Chairperson.
  • The Youth of the State pursuing further studies/career at metros and other education centers in the country.

    The Resident Commissioners of the nearest Meghalaya House will select youth activities from the approved list under point 4 of the scheme. The selection process will conduct by the Screening Committee, with the Resident Commissioner and the Chief Secretary of the Government of Meghalaya serving as the chairperson. Prior to that the Resident Commissioner will submit the proposal and detail estimate to the Director and the Department of Sports & Youth Affairs.ย 

  • Promotion of Sports for Rural and Urban Youth in the age of 12 to 19 years. The Director of Sports and Youth Affairs will propose sports events for the Chief Minister Tournament.

In Order to Achieve the Objective Listed above, the following are the pattern of activities that may be taken up under the schemes:

  • District/ Youth Festivalsย 
  • Cleanliness-drive in urban areas to coincide with Gandhiji birth Anniversary and Social works in rural areas.
  • Workshop/Seminars on youth problem and youth development.
  • Sponsoring the youth for exposure trips/ program outside the state in industry, transports, tourism, horticulture, A.H. and VETY etc. Through proper arrangement with concerned authorities of the states.
  • Youth Counseling and Rehabilitationย 
  • State Level Youth Festival on Meghalaya Day by rotation at the District Headquarters.
  • Chief Minister’s Career Guidance Scheme
  • Support for an annual fresher Social/Annual Get Together/Counseling sessions of students from Meghalaya studying in colleges at the metros and any major education centers
  • Conduct of Chief Minister Tournament in any discipline to approve by the Chief Minister Government of Meghalaya.

Allocation of Fund:

i)The scheme will allocate a total provision of `35.00 (L) (Rupees thirty-five lakhs) only in the plan budget of the Sports and Youth Affairs Department (SYA). Out of this amount, the East Khasi Hills and West Garo Hills will have an allocation of `5.00(L) each and other Districts will have an allocation `3.00 (L) each. The Committee of a group of Ministers, etc. may decide to allocate the remaining `10.00(L) to the Director of Sports and Youth Affairs, who can subsequently release it to the concerned Deputy Commissioner.

The Department of Sports and Youth Affairs will ensure these funds are placed at the disposal of respective Deputy Commissioners and the Director of Sports and Youth Affairs by May 31st each year after the budget is passed. ii) Out of the Annual Total provision earmarked/ to be earmarked in the Plan Budget of the Sports & Youth Affairs. Fund will be made available to the East Khasi Hills and West Garo Hills relatively higher than the other remaining districts to determined by the Sports & Youth Affairs Department and the balance will be allocated to the Director of Sports & Youth Affairs for i) conduct of Chief Minister Tournament by the Directorate of sports & Youth affairs (ii) for special innovative schemes formulated and proposed by the Deputy Commissioner/Resident Commissioner. However, the Sports & Youth Affairs Department will submit a detailed plan and financial estimate to the Director of Sports & Youth Affairs for approval.

Funds under the scheme shall not utilize for the following purposes viz:

ย a) Construction repair and maintenance of office and residential buildings. b) Purchase of items such as T.V. dish antenna V.C.R, V.C.P Tape Recorder, Calculator, etc. c) Grants and loans d) Acquisition of land or any compensation for 1 and required. e) Creation of fixed assets. f) For religious worship or functions g) Completion of incomplete schemes started under any other program. h) Any other program not in conformity with activities listed at para-4. 10). The operation of the scheme will review from time to time by the Committee of a group of Ministers and Officials, the Nodal Department, Planning Department, Chief Ministers Secretariat and selected Deputy Commissioners.ย
