The Ministry of Road Transport and Highways has launched the Rah-Veer scheme to provide award to the individual, Rah-Veer (Good Samaritan), who saved the life of an road accident victims involving a motor vehicle. Good Samaritan will be awarded Rs 25,000 with certificate when they will saved a life of a victim of a fatal accident involving a motor vehicle by administering immediate assistance and rushing to Hospital Trauma Care Centre within the Golden Hour of the accident to provide medical treatment.
Period of Operation of the Rah-Veer Scheme 2025:
The scheme will remain operational till the completion of the 15th Financial Cycle, i.e. till 31st March, 2026.
Objective of the Rah-Veer scheme:
To motivate the general public to help the road accident victims in emergency situation, inspire and motivate others to save innocent lives.
Who are Eligible for the Rah-Veer scheme
Any individual who has saved life of a victim of a serious accident involving a motor vehicle by administering immediate assistance and rushing to Hospital within the Golden Hour of the accident to provide medical treatment.
Definition of Golden Hour:
As per Motor Vehicle Act section 2(12A) “golden hour” means the time period lasting one hour following a traumatic injury during which there is highest likelihood of preventing death by providing prompt medical care.
Definition of Serious Accident:
Any Road accident involving motor vehicle leading to any of the following conditions during treatment to victim and certificate of fatality/seriousness by Hospital:
a. Major surgery involved
b. Minimum three day of hospitalization
c. Brain injuries
d. Spinal cord injuries
e. Death of the victim during treatment
The Reward
The amount of award for each Rah-Veer (Good Samaritan) would be Rs. 25,000/- per incident
a. If one Rah-Veer (Good Samaritan) saves life of one or more victims of a single serious accident involving a motor vehicle, amount of award will be Rs. 25,000/- only.
b. If more than one Rah-Veer (Good Samaritan) save life of one victim of a serious accident involving a motor vehicle, amount of award i.e. Rs. 25,000/- will be divided equally among them.
c. If more than one Rah-Veer (Good Samaritan) saves life of more than one victims of a serious accident involving a motor vehicle, amount of award will be Rs. 25,0001- per victim saved subject to maximum Rs. 25,0001- per Good Samaritan.
National Level Awards: At the national level, 10 Good Samaritans will select annually from among those awarded during the year.
Each of these selected Good Samaritans will receive a National Award of Rs. 1,00,000.
Every cash award would be accompanied with a “Certification of Appreciation”.
Procedure for Selection for Rah-Veer Scheme
If Police is Informed First:
- Police verify details with doctor.
- Police issue an acknowledgment letter with Rah-Veer’s details and incident info.
- Copy sent to District Appraisal Committee and to the Rah-Veer.
If Victim is Taken Directly to Hospital:
- Hospital informs police.
- Police issue the same type of acknowledgment.
- Copy sent to Appraisal Committee and the Rah-Veer.
The Appraisal Committee at the District Level would comprise District Magistrate, SSP, CMOH, RTO (Transport Department) of the concerned District.
On receipt of communication from the Police Station/Hospital, District Level Appraisal Committee shall review and approve the proposals on a monthly basis.
The payment for selected Rah-Veer (Good Samaritan) would be made online through PFMS in their Bank Account directly by the O/o Transport Commissioner, Transport Department of the State/UT.
By September 30th (or a date set by MoRTH), each State/UT’s Monitoring Committee will nominate three deserving Good Samaritans for national-level awards.
