The Deputy Commissioner (Housing) Office aims to execute the different Housing Schemes introduced by the Government of Meghalaya since 1975 onwards.For that purpose, the Directorate drafted Rules. Bye-laws etc. relating to these schemes and evolve suitable designs, specifications and estimates of different types of houses & executed them. Since 1989-1990, the Meghalaya State Housing Board has been extending loans to private individuals for building residential houses under various loan schemes, utilizing funds obtained from financial institutions such as HUDCO. However, beginning in 2000, the Government has suspended the provision of loans due to poor recovery across all loan schemes.
The Mission/Vision of the Department is to make available shelters to those in need of the same more importantly provide for qualitative up-gradation of the houses so that they are more durable and cheaper in the long run .
While the number of families without shelters in the district might not be high, a substantial majority of the current houses, particularly in rural areas, use temporary bamboo and low-grade CGI sheet roofing that requires periodic replacement. In achieving this objective, trust is on the provision of all necessary facilities to the economically weaker section and the low income group particularly in the rural areas. The Department is responsible for improvement of existing residential houses in the rural areas by providing the rural poor with outright grant of roofing materials in the form of three bundles of CGI sheets to each beneficiary.
Schemes:
Housing Department has one Scheme that is the Chief Minister’s Housing Assistance Program (CMHAP). The scheme consist of two components :-
* Provision of durable roofing material to the Economically Weaker Section Households (EWS) whose annual income is up to RS 1 lakh consisting of three bundles of aluminum sheet of 8 feet in length.
* Provision of dwelling houses to Lower Income Group (LIG) Household whose annual income ranges between RS 100001 up to RS 200000. This scheme will be implemented with a cost sharing Credit Linked Subsidy where financial assistance will be limited to RS 75,000 and RS 23,000 will be borne by the beneficiaries and RS 1,32,000 will be sourced from bank loan and other schemes and the cost of the house should be RS 2,30,000 with a plinth area of 19.20 sq. meter.
The scheme operates in both rural and urban areas. In rural areas, the Block Development offices of the Community and Rural Development Office, in conjunction with the Block Level Housing Selection and Monitoring Committee (BLHSMC) established by the Government, execute the scheme. In urban areas, the District Housing Office, along with the Urban Level Housing Selection and Monitoring Committee (ULHSMC) formed by the Government, implements the scheme. Beneficiaries selected in rural areas will retrieve the roofing materials from the Block Office, while in urban areas, materials will be obtained from the go-down of the District Housing Office. The Director of Housing sets the target based on the annual Budget Allotment. Hence, the target for Waping for the year 2017-2018 is 517 families and that of Saipung Block is 467 families for the same year.
