The Child & Adolescent Labour (Prohibition & Regulation) Act, 1986:

The Central Government has amended the Child Labour (Prohibition and Regulation) Act, 1986, renaming it the Child and Adolescent Labour Amendment Act, 2016. The motive of the amendment is to include coverage of adolescent who are between the ages of 15 to 18 years in the ambit of the provisions in the above Act, and total prohibition of employment of children below 14 years in any kind of employment in the counttry.

One of the main projects launched by the Central Government under the above Act is the National Child Labour Project (NCLP). The NCLP project provides non-formal education to working children withdrawn from labour. The successful children are thus streamlined to the formal education through SSA. The Department is successful implementing the NCLP program in Dimapur through 44 such schools sanctioned by the Ministry of Labour and Employment Government of India.

In order to create public awareness, the department conducts various programs from time to time. In 2016, the department organized a banner campaign in Kohima and arranged a marathon race in Dimapur to commemorate World Day Against Child Labor on June 12, 2016. 400 students from schools and colleges and officials from District Administration led by the Deputy Commissioner Dimapur and departmental officers led by Labour Commissioner, well-wishers, NGO’s, etc. participated in the marathon race. The organizers awarded winners of different categories with certificates and cash prizes while issuing participation certificates to every participant.

The National Child Labor Project:

The department has also successfully launched the National Child Labour Project (NCLP) in Dimapur district in 2008.The scheme sets up schools specifically for children under the age of 14 involved in occupations and processes listed under the hazardous category in the Child Labor (Prohibition and Regulation) Act, 1986.. Already 44 NCLP schools are functional in the district. The Ministry of Labour and Employment (GOI fully funds each NCLP school, accommodating 50 children. The schools are run by seventeen selected NGOs in the Dimapur district. The schools aim to integrate working children withdrawn from work, with the main project objective being to transition these children to regular formal schools.
