Disability Scheme: Delhi Social Welfare Department is implementing disability person which is fusion of state as well as central government contribution. The scheme is known as Subsistence Allowance or Financial Allowance to person with special need. The grant is RS 2500 per month.
Eligibility Criteria For Disability Scheme:
Eligibility riteria for the Scheme are as follows:-
- Age of disabled person should not be more than 60 years.
- Family income should not be more than RS 75,000 p.a from all sources.
- A resident of the National Territory of Delhi for at least 5 years preceding the date of submission of application.
- Disability of the applicant should not be less than 40% the Medical Board of Govt. Hospital should issue the disability certificate.
- Should have a single-operated account in any bank or post office for receiving the payment through electronic clearing system. This provision may be relaxed in the case of minors, mentally challenged applicants or those who come under the purview of Legal Guardianship as per rules of National Trust.

Procedure for Application:
Applicant needs to visit the District Social Welfare Office to get the application form. Filled form shall submit at the same place. Form is also available online on the official website of the social welfare department of Delhi. Applicant can get the print copy of the form and follow the aforesaid procedure.
Mode of Payment:
The amount of RS 1500 per month remitted quarterly into the Bank Account through ECS system of RBI. The Concerned District Social Welfare Officer is the competent authority for verification, sanction & payment of the assistance under the scheme. In the event of sanction of assistance, it shall be payable from the month succeeding the month of receipt of application completed in all respects.
Bus travelling facility for visually impaired / Bus concession:
Delhi Transport Corporation provides facility of free travelling in DTC Buses to the persons with vision impairment. Facility of concession to the escort is given to those who have not less than 100% blindness. Before applying to the concerned depot, applicant needs to get card from Sub Divisional Magistrate (SDM).
Eligibility Criteria for the scheme:
- Applicant should have 40% & above disability.
- Applicant having 100% disability will get 50% concession for their attendant
- Applicant must be resident in Delhi.
