- Revenue generated by the Environment, Forest & Climate Change Department has increased from ₹392 crore in 2021–22 to ₹604 crore in 2025–26, reflecting stronger resource management.
- The District Mineral Foundation has accumulated ₹336 crore, of which ₹102 crore has been utilised under the Pradhan Mantri Khanij Kshetra Kalyan Yojana for development in mining-affected areas.
- The Mines & Minerals Department collected ₹3,444 crore in royalty during 2025-26 and targets ₹4,512 crore in revenue for 2026-27.
- The Government will introduce digital lock systems for interstate liquor consignments and the movement of liquor from distilleries, manufactories and wholesale warehouses, strengthening supply chain monitoring and preventing diversion.
- To promote Assam’s traditional beverages in a regulated manner, the Government will encourage their production and marketing, while also introducing ‘Assam Made Liquor’ to provide affordable, regulated and quality-assured alternatives and discourage illegal production.
- To make clean energy more affordable, the Government proposes to reduce VAT on Piped Natural Gas (PNG) from 14.5% to 5%, lowering household energy costs and supporting city gas expansion.
- To promote clean and sustainable energy, the Government will extend the Electricity Duty exemption on captive renewable energy generation for three more years, from 1 April 2026 to 31 March 2029.
- To support small tea growers, the Government will raise the Agricultural Income Tax exemption threshold from ₹2.5 lakh to ₹10 lakh of annual agricultural income. Tax on larger assessees will be restored from 1 April 2026, with the additional revenue dedicated exclusively to the welfare of tea garden communities.
- The Finance (Taxation) Department collected ₹26,447 crore in 2025–26, registering 11% growth over the previous year, while Assam also recorded 14% growth in GST collection, reinforcing the State’s strong revenue performance.
- Over the next five years, the Government will construct an additional 1 km of pucca rural road in every Gaon Panchayat, prioritising remote and unconnected habitations, tea garden labour lines and other underserved areas.
- The Gaja Mitra Scheme will be expanded from 8 districts to 26 districts under Gaja Mitra 2.0, significantly strengthening efforts to mitigate human-elephant conflict across Assam.
- The government will launch an “aerial seeding” initiative to sow seeds using drones in remote forests, hilly regions, and riverbank areas.This initiative will help restore degraded land, expand forest cover, and combat the impacts of climate change.
- The Government has initiated the restoration of Rabindra Bhawan, Guwahati, and the State’s iconic cultural landmark will soon reopen to support artists, theatre groups and cultural organisations.
- The Government will establish the Assam Lalit Kala Academy to promote painting, sculpture and other visual arts, nurture artistic talent and preserve Assam’s rich artistic heritage.
- The Government will operationalise Asom OTT, Assam’s dedicated digital streaming platform, to preserve, promote and showcase Assamese cinema, literature, folk music, documentaries and other cultural treasures to global audiences.
- Khel Maharan 3.0 will be launched with a three-tier competition structure, beginning at the Block level, progressing to the Legislative Assembly Constituency level and culminating in State-level championships.
- Assam will launch a new tourism initiative called the “Assam Tea and Golf Trail”, combining its famous tea gardens with world-class golf courses. This tourism circuit aims to attract both domestic and international visitors while giving a fresh boost to Assam’s tourism sector.
- To take Assam’s culinary heritage nationwide, the Government will encourage entrepreneurs to establish authentic Assamese food outlets in the capital city of every State and Union Territory, supported by a common menu, logo and brand identity.
- The Government will take forward AssamSAT as India’s first State-owned Earth Observation Satellite System, supporting disaster management, agriculture, natural resource monitoring, infrastructure planning and climate resilience through satellite-based data.
- The government has allocated ₹100 crore to develop Assam as a hub for space component manufacturing, focusing on building production clusters and supporting infrastructure. This initiative is expected to strengthen investment, supply chains, and aviation-related industries in the state.
- Building on the Tata Electronics OSAT facility, the Government will launch the Assam Semiconductor Ecosystem on Manufacturing and Innovation (A-SEMI) project with JICA, backed by an investment of around ₹1,164 crore over five years.
The A-SEMI project will create world-class semiconductor infrastructure, attract global investments, strengthen MSMEs, generate employment and position Assam at the forefront of India’s semiconductor revolution.
- The Government will undertake a feasibility study for a Metro Rail system along the Guwahati Ring Road to ease congestion and drive planned growth of satellite cities. The 121-km Guwahati Ring Road Project, featuring a 55-km northern bypass, a 3-km six-lane bridge over the Brahmaputra and widening of NH-27, will lay the foundation for future metro connectivity and improved urban mobility.
- The Government has announced a ₹2,500 crore project to shift Guwahati’s overhead power network underground in phases, improving public safety, city aesthetics and urban infrastructure.
Under Phase I of Guwahati’s underground power network project, ₹200 crore will be invested to cover key stretches, including Paltan Bazar, AT Road, MG Road, GS Road and the GMCH Road corridor.
- To promote the use of clean energy, the government will support the expansion of Compressed Biogas (CBG) in Assam. Oil India Limited will establish five CBG projects across the state, and a dedicated CBG policy will also be introduced.
Additionally, a new CBG project will be set up at Kalagachia in Barpeta in collaboration with Suzuki R&D Centre India, National Dairy Development Board (NDDB), and North East Dairy and Foods Limited (NEDFL).
- The Government is expanding the Piped Natural Gas (PNG) network across Guwahati, Dibrugarh, Jorhat, Tezpur, Darrang, Baksa, Kokrajhar, Nagaon and the Barak Valley, bringing clean and affordable energy to more households. Assam has already provided over 13,500 domestic PNG connections and established 46 CNG stations, accelerating the transition to cleaner fuel for homes, businesses and vehicles.
- To unlock the potential of Assam’s agarwood sector, the Government has constituted a high-level Cabinet Task Force on Agarwood to prepare a comprehensive roadmap covering plantation, harvesting, processing, value addition, marketing and exports.
The Cabinet Task Force on Agarwood will recommend regulatory reforms and inter-departmental measures to streamline the value chain and strengthen Assam’s position as India’s premier hub for high-value agarwood products.
- Under the “Mission Chenahajari”, around 2.6 lakh muga farmers, silk yarn producers, weavers, and entrepreneurs will benefit. The initiative also aims to strengthen the entire muga silk value chain and establish 1,180 Farmer Interest Groups (FIGs) and 30 Farmer Producer Organizations (FPOs) by 2028.
As part of the mission, efforts will be made to promote silk tourism, enhance value addition, reduce wastage, and create new employment opportunities. Additionally, a Muga Silk Tourism Park will be set up in Dhemaji, along with a Muga spun silk mill in Dhemaji.
- The Government has launched Mission Senehjori, a ₹400 crore, three-year initiative in partnership with the Ministry of DoNER to transform Assam into the global hub of GI-tagged Golden Muga Silk.
- The Government will strengthen the value chain of Assam’s premium agri-horti products, including Tezpur Litchi, Assam Lemon, ginger, turmeric, pineapple, Joha Rice and Red Rice, while pursuing more GI tags to boost authenticity and global market access.
- The Government will strengthen poultry and piggery through improved breeding, modern veterinary services and farmer support, with the goal of making Assam self-reliant in meat production.
- A ₹500 crore milk expansion mission will be launched to accelerate self-sufficiency in milk production. Through this campaign, Assam aims to increase its daily milk production by 57 lakh litres.
- After achieving a 51% increase in egg production, the Assam government has now set a target of producing 60 lakh eggs daily to make the state self-sufficient in egg production.
- Assam aims to become the Fisheries Hub of North East India, increasing fish production to 10 lakh metric tonnes by 2030–31 after achieving 33% growth over the last five years.
- To restore the flow of institutional credit to farmers, the Government has prepared an action plan with banks to address ₹1,935 crore in Kisan Credit Card (KCC) NPAs, benefiting around 3.38 lakh farmers.
- The Government will continue and strengthen the Shraddhanjali Scheme, ensuring the dignified repatriation of mortal remains of Assamese who pass away outside the State.
Since its launch in October 2025, 363 mortal remains have been brought back to Assam.
- Assam will become the first State Government in India to introduce Proton Therapy at Guwahati Medical College & Hospital. The ₹550 crore facility is expected to be operational within three years, offering world-class precision cancer treatment.
- Assam will establish a 24×7 Unified Emergency Response System (112), integrating police, fire, health and disaster response services under a single emergency number, supported by a modern Emergency Response Centre at the Lachit Barphukan Police Academy, Dergaon.
- To complete the last mile of Har Ghar Jal, the Government will complete ongoing Jal Jeevan Mission projects, clear pending liabilities and leverage support from multilateral development banks to strengthen Assam’s drinking water infrastructure over the next five years.
- A modern conventional zoo will be established in the heart of Silchar City, featuring world-class infrastructure, conservation-focused tourism, nature interpretation facilities and visitor amenities.
- The Government will strengthen administrative infrastructure in the Barak Valley, including ensuring the full-fledged functioning of the Assam Secretariat in Silchar.
To strengthen healthcare in the Barak Valley, the Government will pursue the establishment of a satellite centre of AIIMS in Sribhumi in consultation with the Government of India.
- The Government will enhance the MLA Local Area Development Fund (MLALAD) to ₹1.5 crore per MLA in 2026–27 and further to ₹2 crore per MLA from 2027–28. Under the enhanced MLALAD scheme, 10% of the allocation will be earmarked for immediate community needs and welfare support, while the remaining funds will be utilised for local infrastructure development.
- Efforts are underway to transform Dibrugarh city into a modern administrative and development hub equipped with world-class facilities. Approval has been granted to establish the Second State Capital Region Development Authority – Dibrugarh.
Several major projects have already been implemented or are nearing completion in the city. These include the Chief Minister’s Secretariat, a new Legislative Assembly complex and MLA hostel, a new court building, a modern 1,000-seat auditorium, and a multi-purpose sports project at Khanikar.
In addition to ongoing development projects, the government has allocated ₹500 crore over five years for further infrastructure upgrades and development initiatives in the Dibrugarh capital region.
- A new Animation, Visual Effects, Gaming, Comics and Extended Reality (AVGC-XR) Talent Development Policy will be introduced to equip Assam’s youth with future-ready creative skills and unlock opportunities in the digital content industry.
- The Government will expand the Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT) by including English, German and other foreign languages, with ₹1.5 lakh assistance per candidate for language training and overseas workforce preparation.
- To strengthen hospitality infrastructure, the Government will support the establishment of 5-star hotels at Umrangso, Haflong and Manas, offering a 30% capital subsidy, SGST reimbursement and interest subvention to eligible projects.
- The Government will introduce a comprehensive Homestay Policy to promote community-based tourism and local entrepreneurship. Eligible centrally registered homestays will receive a 30% capital subsidy, 2% interest subvention, technological support and promotion under a dedicated tourism campaign.
- With Australia, Japan and the 27 European Union countries easing travel advisories and new direct flights to Dubai and Abu Dhabi, Assam is strengthening its position as a preferred global destination for tourism, trade and investment.
- The Government will continue the Zero Cost Insurance Package, under which 1,619 families of deceased employees have already received ₹210.5 crore in insurance benefits, ensuring financial support during difficult times.
- The Swagata Satirtha Portal will now open twice every year to streamline transfers of Grade III and Grade IV employees, building on a system that has already benefited around 13,500 employees.
- A modern Integrated Directorate Complex at Betkuchi, Guwahati will be developed to house 54 Directorates, improving administrative efficiency, employee productivity and citizen-centric service delivery.
- To encourage greater parental involvement in childcare, the Government will introduce two weeks of paternity leave for Government employees.
The Government will extend 50% of Compensatory Family Pension (CFP) to employees who die in harness within one year of joining service after 1 April 2017, with benefits effective prospectively from the date of sanction.
- Under Mukhya Mantri Lok Sevak Arogya Yojana (MMLSAY), the Government will expand cashless medical treatment by empanelling more reputed hospitals, in addition to the existing reimbursement facility.
The benefit of paid maternity leave will now be extended to employees of all Government Societies and Public Sector Undertakings (PSUs)
- The 8th State Pay Commission has already been constituted. Under the ‘Apun Ghar’ scheme, over 52,034 employees have received home loans exceeding ₹8,300 crore, with an interest subsidy of ₹707 crore provided. Meanwhile, 8,636 employees have benefited under the ‘Apun Bahan’ scheme.
The government has proposed to extend the ‘Apun Ghar’ scheme by five more years, along with a five-year extension of the ‘Apun Bahan’ scheme. Additionally, to promote clean and sustainable transport, it has proposed a 4% increase in interest subsidy for electric vehicles.
- Within the next five years, the Assam Government will ensure that all 3.5 lakh tea garden families receive legal ownership rights to their land.
- Around 30,000 tea garden families in Assam have already received land pattas (legal land ownership rights) in record time.
Survey work has also begun in 250 additional tea gardens, and the government aims to ensure land rights for another 1.14 lakh families within the current financial year.

The film will be developed in collaboration with a renowned filmmaker, aiming to showcase his heroic history and valor to viewers across the country and beyond.
- To celebrate Assam’s rich cultural heritage on a national platform, the government will organize a grand Bihu celebration in New Delhi at an appropriate time.
This initiative aims to showcase the vibrant spirit and cultural identity of Assam to audiences across the country.
- Under Mukhyamantri Mahila Udyamita Abhiyaan, around 30 lakh women have received enterprise funds, leading to the creation of 9.05 lakh Lakhpati Baideus.
Individual SHG members will be supported in accessing collateral-free bank loans under Government of India credit guarantee schemes to start or expand their enterprises.
Women SHG members under ASRLM will receive stamp duty exemption on individual loan agreements up to ₹10 lakh, making entrepreneurship more accessible.
- Nearly one lakh entrepreneurs have already been supported under two phases of the Chief Minister’s Atmanirbhar Asom Abhijan (CMAAA). Eligible beneficiaries under CMAAA 1.0 will receive the remaining ₹1 lakh interest-free loans, while CMAAA 2.0 beneficiaries will receive the balance ₹25,000 after completing the Entrepreneurship Development Programme. Government will begin selecting a new batch of youth under CMAAA, with a long-term goal of empowering 10 lakh entrepreneurs over the next five years.
- Through three phases of Mission Basundhara, over 3.56 lakh families have secured land rights across 4.53 lakh bighas of land. Mission Basundhara 4.0 will focus on digital surveys in Char areas and land rights for Barak Valley, Moran, Matak, Ahom, Chutia, Koch Rajbongshi and other indigenous communities.
Mission Basundhara 4.0 will be powered by Project Jorip, Project MATI and Project ASOM, creating a unified digital land governance ecosystem.
- Projects worth over ₹3.10 lakh crore from Advantage Assam 2.0 are already under implementation and are expected to generate over 1.02 lakh direct and indirect employment opportunities.
With the Tata Semiconductor Facility set to begin production this year and AVFCCL Namrup progressing rapidly, Assam will now focus on industrial parks in every district, land banks and stronger investment infrastructure.
- The Government will support 27 autonomous colleges in Assam with financial assistance to strengthen higher education. More than 15,000 teachers have applied under the Guru Dakshina Scheme, and financial assistance will be finalised after scrutiny.
- Four new medical colleges will be established in Goalpara, Hailakandi, Hojai, and Bajali, increasing the total number of medical colleges in Assam to 28.
With a vision to ensure quality higher education in every district, the Assam Government aims to implement the model of “One District, One University, One Medical College, and One Engineering College.”
- At least one 50-bedded Primary Referral Unit (PRU) will be established in every Legislative Assembly constituency by strengthening existing healthcare infrastructure and developing new facilities.
To further enhance healthcare services across Assam, the government has proposed the creation of multiple new posts, including MBBS doctors, AYUSH doctors, dentists, nurses, pharmacists, laboratory technicians, radiographers, and ANMs (Auxiliary Nurse Midwives).
- For the first time in Assam’s history, the Maternal Mortality Ratio (MMR) has declined to 84 per one lakh live births, which is lower than the national average of 87.
This reflects a significant 65% reduction compared to the SRS 2014–16 figures, marking a major improvement in maternal healthcare.
This progress indicates that Assam has begun to make a meaningful contribution toward improving national health indicators.
- The subsidy for the production of orthodox and specialty tea will be increased from ₹10 per kg to ₹15 per kg.
Additionally, a new subsidy of ₹3 per kg will be introduced for export-quality Assam CTC tea that is directly exported through recognized export channels. This initiative aims to boost exports and enhance foreign exchange earnings.
- Support for tea growers will be expanded under ATISIS, with Matcha Tea now eligible under the orthodox and specialty tea category to encourage value addition and exports. Orthodox tea production in Assam has grown by over 80% in four years.
- To boost agricultural exports, Assam will promote organic certification for high-value crops and strengthen export logistics, including an air cargo facility in Guwahati, with NABARD support. The Government will strengthen Farmer Producer Organisations (FPOs) through the Mukhya Mantri Utkarsh Yojana.

- The Government will undertake a detailed assessment of lean-season surface water availability in rivers including Barak, Subansiri, Manas, Beki, Puthimari, Jia Bharali, Dhansiri and Kopili to develop small and medium lift irrigation projects with piped distribution networks.
- A major leap for Assam’s agriculture. The Government will transition to a Pressurized Piped Distribution Network for irrigation, replacing conventional open channels to reduce water loss, lower costs and deliver faster, more efficient irrigation for farmers.
- The Aerotropolis project will be implemented by the Guwahati Satellite City Development Authority (GSCDA), a dedicated Special Purpose Vehicle of the Government of Assam, to create a world-class urban and economic hub.
- To drive long-term economic growth and job creation, the Government will launch the Asom Nagar Unnayan Abhiyan, creating new urban growth centres across the State. Assam will develop an Aerotropolis around the Lokpriya Gopinath Bordoloi International Airport as a new engine of growth, investment and employment, supported by the upcoming Brahmaputra bridge near the airport.
- The ₹2,134 crore Greenfield Airport at Doloo, Silchar and the expansion of Rupsi Airport will transform air connectivity, with Rupsi emerging as a key gateway for western Assam and neighbouring Bhutan and Bangladesh.
- Strengthening rail connectivity remains a key priority. The DPR for the ₹1,084 crore Langkula–Umrangso broad gauge railway line has been submitted, paving the way for extending rail connectivity to Umrangso.
- Major bridge projects, including the Palashbari–Sualkuchi Bridge, Dhubri-Phulbari Bridge and the newly sanctioned Gandhighat Bridge over the Barak under Setu Bandhan, are advancing rapidly as Assam moves towards the vision of a Brahmaputra bridge for every district.
- The ₹1,400 crore Majuli-Jorhat Bridge, along with its approach roads, is progressing steadily and is expected to be completed by December 2027, ensuring seamless all-weather connectivity to Majuli.
- Major connectivity projects including the Baihata Chariali–Mission Chariali, Tezpur four-lane highway (project cost ₹13,812 crore), Guwahati Airport–Jalukbari elevated corridor (project cost ₹3,423 crore) and the Morigaon–Darrang Brahmaputra bridge will strengthen connectivity and drive economic growth across Assam.
- Infrastructure projects worth over ₹55,000 crore are transforming Assam. From the Guwahati Ring Road to the Silchar High-Speed Corridor, Kaziranga Elevated Corridor and the Gohpur–Numaligarh Tunnel, these investments will strengthen connectivity and accelerate economic growth across the State.
- Building on the success of Asom Mala 1.0, 2.0 and 3.0, Assam Government will launch Asom Mala 4.0 to develop 800 km of high-quality roads over the next five years with an investment of ₹10,000 crore, further strengthening the State’s infrastructure network.
- The Assam Government will resume financial assistance of ₹1 lakh each for eligible children affected by HIV/AIDS and widows of individuals who have died due to the disease.
Around 140 beneficiaries are expected to receive this support during the 2026–27 financial year.
- The Assam Government will continue to provide ₹15,000 financial assistance to ensure proper maternity care and nutrition for pregnant women in tea gardens.
Around 35,000 women are expected to benefit from this scheme this year.
- Scholarships, educational assistance, and support for competitive examinations will continue for Scheduled Tribes (ST), Scheduled Castes (SC), Other Backward Classes (OBC), and Tea Tribes.
In the 2026–27 financial year, more than 3.75 lakh students are expected to benefit from these initiatives.
- Strengthening rail connectivity remains one of the government’s key priorities. A Detailed Project Report (DPR) worth ₹1,084 crore has been submitted for the Langkula–Umrangso broad gauge railway line, which will pave the way for extending rail connectivity to Umrangso.
- After procuring over 8 lakh metric tonnes of paddy in the 2025–26 financial year, the Assam Government will continue providing additional financial assistance above the Minimum Support Price (MSP) to ensure better income for farmers.
Under this initiative, farmers will receive an extra ₹200 per quintal for paddy and maize, and ₹300 per quintal for mustard.
- The government will continue to support small and marginal farmers through the Chief Minister’s Farm Equipment Scheme.
Under this initiative, every eligible farmer linked with the PM-Kisan Samman Nidhi will receive ₹11,000 in annual financial assistance.
- From August, the Assam Government will resume financial assistance of ₹1,500 per month for 621 Udasin Bhakats.
This step reaffirms the government’s commitment to preserving Assam’s rich Neo-Vaishnavite cultural heritage and Sattriya traditions.
- The application process for the Chief Minister’s Million Toilets Scheme will begin in August, with financial assistance to be disbursed in October for the 2026–27 academic year.
Meanwhile, the Chief Minister’s Koti Babu Scheme has been implemented as a permanent government scheme, and this year, over 5.3 lakh students are expected to benefit from it.
- Widow pensions will continue under the Swahid Kushal Konwar Universal Old Age Pension Scheme and Orunodoi Plus.
This reflects the government’s continued commitment to ensuring social security and a dignified life for senior citizens and widows across the state.
- From August, various welfare schemes, including Orunodoi, will be resumed through an integrated digital beneficiary system with Aadhaar-based verification.
Covering around 40 lakh beneficiary families, Orunodoi will continue as the largest social welfare programme in the state, ensuring that support reaches every eligible household with greater transparency and efficiency.
- After providing over 1.64 lakh government jobs in the past five years, the government has set a new target to create 2 lakh additional employment opportunities in government departments and public sector undertakings over the next five years.
This initiative will further strengthen the commitment to empowering the youth of Assam and enhancing their employment prospects.
- Despite record investments in development sectors, Assam’s debt-to-Gross State Domestic Product (GSDP) ratio stands at just 24.81%, which is significantly below the 32% limit set by the Fiscal Responsibility and Budget Management (FRBM) Act.
This achievement positions Assam as one of the most financially well-managed states in India.
- Assam has made significant progress in externally aided projects (EAPs) in the development sector.
- The number of such projects has increased from 9 to 21, while their total value has risen from ₹7,500 crore to about ₹53,000 crore.
This growth has strengthened the state’s ability to attract investments and efficiently implement large-scale development projects.
- Assam’s strong financial management has received national recognition.
The 16th Finance Commission has increased Assam’s share in inter-state tax devolution from 3.128% to 3.258%, which is expected to generate approximately ₹50,000 crore from central tax transfers in the current year.
- The state’s tax revenue has increased significantly from ₹12,848 crore in 2015–16 to ₹39,294 crore in 2025–26.
Similarly, Assam’s own-source revenue has grown from 30% to 36% over the past decade. The government has set an ambitious target to raise this to 50% by 2031, which will further strengthen the state’s financial self-reliance.
- The benefits of Assam’s development are now reaching every household.
The per capita income has risen significantly from ₹60,817 in 2015–16 to ₹1,85,429 in 2025–26, reflecting a strong and inclusive economy.
- Over the past decade, Assam’s budget size has tripled, reaching ₹2,00,782 crore in 2025–26.
At the same time, budget utilization has improved from 58% to 85%, showcasing a strong example of efficient governance and effective implementation.
- For the 2026–27 financial year, a total of ₹1,51,843.23 crore has been allocated under the State Consolidated Fund.
Out of this, ₹1,18,562.23 crore falls under revenue expenditure, while ₹33,281 crore is allocated for capital expenditure.
